Has anyone ever run/worked on a food cart?

I want to start a "green" food cart. The idea would be once a week to go to different places in the city (I live in NYC) and hand out samples of a very sustainable dish. It wouldn't be marketed as veg per se, just earth friendly and healthy and inexpensive (but it would be veg anyway). The focus would be mostly on beans and legumes. I think right now people are very receptive about inexpensive ways to feed their families.
I have never, ever worked in food service, not even as a waitress. Does anyone have any idea of how difficult it would be to do this? I am not looking to make any money, btw, and everything I hand out would be free. Are there any groups that do this already?
Well the most similar thing I've heard of is Food Not Bombs, they make free vegan dishes out of donated ingredients. I've been thinking about starting a for-profit food cart but, at least here in Seattle, it seems pretty daunting.

The city/county health dept would tell you what hoops you have to jump through. I know where I live, I would need a food handler's permit for any workers, the facility inspected and a bunch of other rules and regulations which vary by city /state.
Then there is the matter of funding. . . cart, food, etc
