Why do you need to boil it? Most milks don't hold up well to boiling. I usually just heat them up till just boiling and then stop. Is that possible?
i'm indian, and when we make tea, we boil milk with loose tea and spices. i haven't had it in forever and im craving it. when i tried to make it with almond milk, it tasted terribly burnt. boiling helps strengthen the flavor so it tastes better. i'll try heating it though!
are you using a double boiler? or just heating directly? I've never had issues when using a double boiler.
When I've made Indian chai before, I usually simmer the milk (heat until small bubbles start to form), rather than boiling. I add the spices first, then simmer for a while before adding the tea, depending on the amount of spices I added and how long I can stand waiting. I've only had chai in coffee shops and from my own experimentation, though, never the real thing! I'd love to hear about what kind of recipe you're using, and how it turns out.
Even cow's milk will burn and taste "cooked" when you boil it--perhaps the milk you are used to using has a higher fat content or something that keeps it from scorching? Most vegan milks are relatively low fat.

it never tasted burnt, even when i used skim milk. i think i probably cooked it too long, expecting it to boil. i will try simmering it though and i'll be sure to tell you how it works, and if my old recipe is a success!
