Anyone with horses will know that people need to keep their dogs locked up. In a pack, they will chase and injure horses, especially the more vicious breeds. It's not their fault, since it was humans that bred them to be vicious, but there's nothing wrong with protecting ones horses against negligent dog owners. Your friend is well within her rights.

Although it is sad that those dogs had to die for the mistakes of humans, I also have to agree that there is probable little to be done legally. Livestock owners have the right to shoot dogs that harass or kill their animals. :(

  These horses that she has have no shelter and the three dogs that she has only have one barrel for their shelter.

Now this stuff is possible reportable, I know in all the places Ive lived you had to have adequate shelter from the elements. She doesnt sound like such a nice lady, sorry you have to deal with her.

If she doesn't take care of her animals, you should definitely report her. I just had to put in my two cents from the point of view of someone who knows how destructive loose dogs are. Of course, it is also better to have animal control talk to the dog owners than shoot them.  Maybe report the dog owners too, and then all problems will be solved...of course, easier said than done.

You might take photos of the animals' living situation...no shelter to speak of, particularly if there's little or no available water/food, etc. Digital photos are good because they show date and time. Take or email them to your local ASPCA with the pertinent info as to place, owner's name,etc. I don't think they tell the owner who reported them.
