Flax measurements

I would like to make a recipe that cals for two tablespoons of whole flax seeds (to be ground in the blender with water) but I have only flax meal in my freezer.  Does anyone know if there is a rule of thumb for converting whole seeds to ground meal and vice versa?

PPK says "Finely grind 1 tablespoon whole flaxseeds in a blender or coffee grinder, or use 2 1/2 tablespoons pre-ground flaxseeds."

thank you.  I would not have guessed to sub that much ground flaxmeal
