Pre-heat oven to 350 degrees Fahrenehit. Mix together flour, cocoa, sugar, baking powder, and baking soda. Slowly add oil and water. Mix well for 3 three minutes, or until batter is smooth. Spoon batter into lined muffin tins, about half-way full. Place 2 teaspoons peanut butter on top of batter than spoon more batter until fully covering the peanut butter. Sprinkle with chocolate sprinkles and place in oven for approximately 20 minutes- or until inserted toothpick comes out clean.
