Place the chickpeas, tahini, lemon juice, salt, garlic, cayenne pepper, water, and 1 T olive oil in a food processor or blender. Puree until smooth. Adjust seasonings to taste, if necessary, and puree again to combine. Transfer mixture to a serving bowl.
Drizzle remaining 1 T olive oil over the hummus. Sprinkle with paprika and chopped parsley.
This is excellent served with warm, toasted pita bread, black olives, and veggies.
