Have you thought about filing a Injunction Against Harassment petition against your neighbor. If she stands on a stool to look over your fence, she is annoying you, causing emotional distress, and prohibiting your enjoyment of your property.

I had thought about something like that, especially because the animals control even said that the complaints were unmerited. I dunno. Maybe the best thing I can do at this point.
My older sister had to do something like that to her next door neighbor. He kept calling animal control saying their dog was barking non-stop. (Even when the dog was inside) Animal control repeatedly came and saw that her dog wasn't barking. Finally my sister points out to animal control that all the surrounding houses had dogs and how could the guy specifically know it was her dog and had to get her neighbor on the other side to say they rarely heard my sister's dog barking. It was actually the dog behind the guy's house but he just liked to be a jerkoff to my sister and her kids. There was a line of lilac bushes on my sister's property that the guy kept putting stakes around like that would actually make them part of his yard and after my sister got the city to official mark the property line to show they were hers that's when he started getting nasty.
Later, after the guy got a dog of his own my sister would call animal control on him whenever his dog made the slightest noise. Not that 2 wrongs make a right but she was so irritated at the guy it made her feel better.
