Because that Act was intended to be applied to Alien Enemy Combatants, and this one specifically mentions no restrictions on American citizens.

I wish I didn't agree with you Yabbit but sadly, I do. Unfortunately, so many here have become too complacent to be bothered to do anything about it. As long as you don't interfere with their satellite TV viewing time or take away their Play Stations, they just don't care. Some might bitch and moan and make a little noise, but most will never get up off their sofa and act.
